How the hell can you vote being uneducated?

Lol in the application to vote in Florida you have to check that "I am not illiterate nor mentally impaired..." Yet there is some people says CNN that think Obama's vice president in Sarah Palin and think Hillary Clinton is running for president...Is that check box for Florida voter application only for Florida or all of the U.S
