My dog has a cough like it is congested What to do i cant take to vet well spend 99cents on 22 shell?

first before i take to vet sorry pc people but i love this dog but have no $ because of economy i used to work in gl bottles and stuff if that help laid off no work in that field no more sorry please help me it is my wife's dog
