How can we punish the rich?

Is it just coincidence that there are four people called Walton in the list of the ten richest Americans? Could it be that the billionaires get rich through inheritance and exploitation and luck? Or perhaps you can really explain how people get to have $20billion dollars in wealth just through working hard?
