Is landlord responsible for phone companys charges to repair phone jacks?
If the problem is on the user side of your service the landlord is responsible to fix it. On the outside of your house or apt. there is a connection box. You or your landlord may open it. Inside there are two phone connection ports. One is the phone company side and one is the user side. Take a phone from your house and plug it into the phone company side, if you get a connection tone the problem is on your side, and you or your landlord is responsible for repairs. Then plug it into the user side to see if you get a tone. If you do then the problem is inside your house. If you don't then check the connections in the outside box. Hope this helps.
